    Uh-huh.

    I suspect there's plenty of this going on without dinging the taxpayers for it. As for whether it's effective or not, I'd refer to TV's Dr. Phil: "How's that workin' for ya?" Based on statistics (and all-too visible evidence), not so good. OK, to be a bit less snide, if this CAN help go for it - but don't stick taxpayers with the cost of doing so.

    It's worth a try

    I am not native American, BUT I happen to have many examples of addiction in my family. If we can make NM a better place to live, i.e. fewer drunk / intoxicated drivers, I would safer driving out on a weekend with my family. Having visited a few detox centers, I can tell you that training of counselors can make a big difference. Let's give it a try, $100k is not that much to possibly make this a safer state for us and our children.
