How will this legislation impact small property owners ability to use their land? The ability for small property owners to drill a domestic well is vital to protecting the rural character of our rural state. How can we continue to restrict the smallest consumer of our water resource (domestic wells consume less than an estimated 1% of our water per year), while larger developments continue to get approved and support by our legislators? Am I missing something on the intent of this bill? Surely, the larger developments and industry have a larger potential of impairing our ability to maintaining our interstate obligations.
