I suspect there's plenty of this going on without dinging the taxpayers for it. As for whether it's effective or not, I'd refer to TV's Dr. Phil: "How's that workin' for ya?" Based on statistics (and all-too visible evidence), not so good.

OK, to be a bit less snide, if this CAN help go for it - but don't stick taxpayers with the cost of doing so.

I don't think this is the way to get there - it's a "let the government do it" solution. Lets get real - the government will do it not as well and for a lot more money than a private sector enterprise would.
