Introduced by Sen. Carlos R. Cisneros (D) on January 16, 2008, to create a government health care commission, health care commission nominating committee, and program to mandate universal health care. The bill expands requirements and reports from health care providers and facilities, places restrictions on the sale of private insurance, and effectively subjects all existing health care facilities and health care providers in New Mexico to state control.
