Introduced by Rep. Miguel P. Garcia (D) on January 15, 2008, to provide free hunting and fishing licenses to those with disabilities, and those who receive public assistance, including non-residents. According to the Human Services Department, more than 600,000 people per month receive public assistance in New Mexico.
